The ONS has also provided estimates for net international migration in areas such as Warrington, projecting an increase of 4,985 people during the same timeframe. It is important to note that these projections are not definitive forecasts but are instead based on current and historical trends. In response, a council representative stated: “We adopted our Local Plan in December 2023. This plan outlines the number of new homes that will be constructed in Warrington up to 2038/39. Working with key partners, including the NHS, public transport providers, and utility companies, the Local Plan identifies the necessary transport and social infrastructure to support a growing population.”

The Infrastructure Delivery Plan, which accompanies the Local Plan, details the steps required to meet the needs of Warrington’s expanding community. The housing requirement outlined in the plan calls for at least 14,688 additional homes between 2021/22 and 2038/39. This figure is based on ONS household projections, adjusted to address challenges related to house price affordability.

As a result, the council is preparing for a level of growth that exceeds the baseline projections provided by the ONS. This proactive approach aims to ensure that the town can sustainably accommodate its increasing population while maintaining quality of life for all residents.
