Mandatory Permits
No individual or company is allowed to engage in any fireworks-related activity without a permit issued by the competent authority, which is the minister in charge of the Rwanda National Police (MININTER). This includes importing, exporting, storing, trading, or displaying fireworks. -

Fireworks can only be displayed at events of national or international significance, or those that receive specific approval from authorities. Applicants must submit a detailed display plan, which will be processed within 30 days of submission. They also need recommendations from the City of Kigali or the relevant district. -
Strict Inspection and Oversight
Authorities have the power to inspect storage sites, transport vehicles, and display venues. If safety standards are not met or if unsafe equipment is found, they can cancel a display or revoke a permit. Imported fireworks are subject to inspection to ensure compliance with safety and storage regulations. -
Safe Storage Requirements
Storage facilities must be located away from residential areas and equipped with fire extinguishers, lightning rods, and trained personnel. They must maintain a register, display caution signs, and ensure that fireworks are protected from heat and moisture. -
Transportation Safety Protocols
Transporting fireworks requires a detailed plan and prior request for escort. Fireworks must remain in their original packaging, be shielded from sparks, and handled by qualified personnel using vehicles equipped with fire extinguishers. -
Authorized Sellers and Buyers
Traders must obtain a permit to sell fireworks and can only do so to individuals or entities with authorization. Shops must be separated from storage areas, and sales must be recorded with buyer information. -
Monthly Reporting Obligations
Permit holders are required to submit monthly reports detailing the types and quantities of fireworks sold, as well as the identities of buyers. They must also notify authorities immediately if they cease operations. -
Proper Disposal of Fireworks
Defective or expired fireworks must be disposed of according to the directives of the responsible authority, with the permit holder covering the disposal costs. -
Immediate Reporting of Incidents
In case of any incident involving fireworks—whether during storage, transportation, or display—the permit holder must report it to the nearest police station and notify the competent authority. -
Revocation of Permits
Providing false information or using forged documents during the permit application process can lead to revocation. The competent authority also has the right to cancel a permit if safety or procedural standards are violated.
