Strengthening Accountability and Oversight in Natural Resource Management

The chairperson of the Parliamentary Standing Committee on Natural Resources, Tobie Aupindi, has emphasized the need for institutions appearing before parliamentary committees to be fully accountable. His remarks were made during a capacity-building workshop with stakeholders of the committee, held in Swakopmund on Monday.

Aupindi highlighted that some institutions, whether private or governmental, often believe they are offering a voluntary service when they appear before the committees. However, he stressed that this is not the case. Some organizations avoid direct appearances and instead send staff who lack the authority to represent them effectively.

He reiterated the committee’s critical role in safeguarding the nation’s natural resources. The committee is tasked with ensuring accountability, particularly in maintaining strategic processes, biodiversity, and the long-term benefits of natural resource management for the people of Namibia. This responsibility aligns with the country’s Constitution and national interests.

Aupindi also outlined the committee’s broader mandate: to enhance productivity and efficiency within relevant sectors, address challenges, and promote economic growth and development. He emphasized the importance of leveraging Namibia’s natural resources to drive sustainable economic progress.

This engagement comes at a crucial time as the committee meets with stakeholders to gain insights into developments across various sectors. These include energy, electricity security, renewable energy, green hydrogen, and other energy sources aimed at securing Namibia’s future. Additionally, the committee will explore areas such as oil and gas, environmental conservation, tourism, agriculture, land use, mining, fisheries, and marine resources.

The Parliamentary Standing Committee on Natural Resources was established on 22 April 2025 as part of the 8th Parliament. It consists of 24 members, deputized by Tuulukki Abraham. The committee operates as an extension of the National Assembly, enjoying full powers and immunity. Its constitutional mandate includes exercising parliamentary oversight over matters related to Namibia’s natural resources. It also engages with the government, state-owned enterprises, and the private sector to ensure effective management and utilization of these resources.

Through its work, the committee aims to foster transparency, accountability, and sustainable development. By working closely with stakeholders, it seeks to create a framework that ensures the responsible use of natural resources for the benefit of current and future generations.
