Kemp has faced accusations of assault after allegedly firing at two individuals in the Tacoma Mall parking lot in 2023. He claims that these two persons had broken into his vehicle and stolen multiple belongings.

Using his purloined cellphone, he located their whereabouts. Upon arrival of law enforcement, Kemp asserted that he had discharged his weapon as a means of protection.

On March 8, 2023, around 2:00 p.m., police received calls about gunshots being fired in the parking area of the Tacoma Mall located at 4500 South Steele Street. Fortunately, nobody was injured during this incident.

Police officers found Kemp, who was reportedly responsible for firing shots within the boundaries of Tacoma Mall, and apprehended him peacefully. Those whom he targeted during his gunfire escaped from the area.

Lawyers representing Kemp argued that he acted in self-defense, shooting after attempting to recover his stolen cellphone and other possessions.

“He brandished a black pistol and discharged between five to ten rounds at the individual inside the four-door vehicle,” stated the 911 caller to TMZ.

Kemp was let go from police custody but faced charges in April related to an occurrence at the
Tacoma Mall
where he supposedly discharged a pistol.

As stated in legal papers, Kemp faced charges for one count of first-degree assault. Following reports of gunfire at the shopping center, law enforcement discovered a .357 caliber revolver upon their arrival.

Kemp and his legal representatives claim that someone tampered with his vehicle earlier that day when it was parked at the Showbox in Seattle. Kemp did not contact emergency services; instead, he reportedly used the lost phone’s remaining active location service to trace his missing belongings, which led him to the Tacoma Mall.

When he got close to the SUV using his stolen cell phone, the back passenger window lowered, and someone inside fired a lone shot at him.

As stated in the legal papers, Kemp mentioned that was when he withdrew to his vehicle and discharged two rounds. Nonetheless, law enforcement acquired footage indicating that Kemp shot immediately upon exiting his car.

Store workers see the gunfire

A JCPenney employee mentioned that her vehicle was struck by a bullet during the mall shooting incident.

The staff member, Cheri Mahoe, recalled being guided to the store’s third level alongside fellow employees and patrons due to some “disturbance” occurring externally. Upon finishing her day one hour after her official shift ended, law enforcement informed her that she was not permitted to exit the premises just yet.

The penetration reached only the upper part of the roof, yet she mentioned that the bullet failed to enter further. She expressed relief at having stayed late for her job.
