A New Era in Law Enforcement: Pakistan’s First Dedicated Riot Management Police Force

Punjab Chief Minister Maryam Nawaz Sharif has taken a significant step forward in modernizing law enforcement by establishing Pakistan’s first-ever dedicated Riot Management Police Force. This initiative marks a major milestone in the province’s efforts to enhance public safety, manage crowds effectively, and protect both citizens and government infrastructure.

The new force operates within the framework of the Punjab Police and is designed to safeguard the lives, property, and well-being of the public. The CM emphasized that protecting public life and property is her top priority. Following this vision, the cabinet officially approved the formation of the Riot Management Police, consisting of physically fit, capable, and agile officers who have been specifically trained to handle volatile situations with professionalism.

Comprehensive Training Program

Under the guidance of the Chief Minister, a rigorous eight-week professional training program was conducted for the first batch of personnel at the Police Training Center Farooqabad. The curriculum was based on manuals from the United States, Turkey, Europe, and other developed countries. The training was delivered by experts who had themselves been trained in Turkey, ensuring that the officers received high-quality instruction.

During the passing-out ceremony, the trainees demonstrated exceptional crowd-control drills, showcasing their ability to manage violent protest scenarios safely and effectively.

Structure and Deployment

The first phase of the Riot Management Police Force includes 5,000 personnel, with 3,000 having successfully completed the training. These officers will be deployed across Punjab’s regional headquarters, with 250 officers assigned to each region to ensure a swift and organized response to any unrest.

Each team of 250 personnel is supported by 15 specialized sub-units, including:

  • First Aid Unit
  • Drone Surveillance Team
  • Crowd Engagement Team
  • Negotiation Team
  • Crowd Control Unit
  • Arrest Unit
  • Evacuation Team
  • K9 (dog handler) Unit
  • Sniper and Tactical Response Team

The force has also been equipped with advanced crowd-control equipment, safety gear, and riot protection tools. Personnel will receive special allowances based on their roles, reflecting the importance of their responsibilities.

Strategic Approach to Crowd Management

The Riot Management Police have been specially trained to manage all types of crowds, including organized violent groups. The goal is not only to neutralize threats but also to engage with protesters proactively, preventing damage to public and private property.

The Chief Minister highlighted that the establishment of this force brings a new dimension to modern governance. By safely controlling angry crowds, it becomes possible to de-escalate tensions and prevent chaos.

Recognition and Future Outlook

The passing-out parade at Farooqabad was attended by senior police officials, including Additional IG Khurram Shakoor, DIG Riot Management Asad Sarfraz, and others. Outstanding trainees such as Inspector Hafiz Khurram Shahzad, Sub-Inspector Shan Ali, ASI Sajjad Riaz, Shahzad Hussain, and Head Constable Naeem Niaz were recognized for their exceptional performance during training.

Maryam Nawaz emphasized that the Riot Management Police will respond to mobs attempting to create fear or unrest in a professional and strategic manner. This approach aims to minimize both physical damage and reputational harm to Pakistan. She noted that attacks by violent protesters not only damage property but also tarnish the country’s image globally.

In conclusion, the Chief Minister stated that this force is not just a protective shield for the people but also a symbol of the province’s resolve to ensure law and order through discipline, readiness, and advanced training.
