At least 99 suspects have been arrested in a series of coordinated, intelligence-led operations targeting drug abuse and criminal activity across Kampala’s metropolitan region, police said on Thursday.

The crackdown, led by joint security agencies in collaboration with local leaders and community stakeholders, was conducted in Kampala City, Wakiso, and Mukono districts. Police say the suspects were picked up from ghettos and known crime hotspots.
“In areas of Najjera, Bulindo, and Shimon, a targeted crackdown on criminal elements involved in opium and marijuana abuse resulted in the arrest of 30 suspects,” said Kampala Metropolitan Police Deputy Spokesperson Luke Owoyesigyire.
He added that 60 more were detained this week in downtown Kampala at known blackspots including William Street, Wilson Road, Top Pub, Nakasero, Old Taxi Park, Cooper Complex, and Shoprite. A further nine were arrested in Kiwala Village, Nama Sub-County, Mukono District.

“These areas have been identified as hubs for simple robberies, house break-ins, and illegal narcotic activity,” Mr Owoyesigyire noted.
Police recovered exhibits of narcotic substances, particularly opium, during the operations. All suspects are currently being held at various police stations pending screening and prosecution.
“Kampala Metropolitan Police remains committed to ridding urban centers of criminal elements through continuous intelligence-led and community-supported operations,” Owoyesigyire said.
He added: “The public is urged to remain vigilant and report suspicious activity to the nearest police post.”
The sweeping operation follows the release of the Uganda Police Force’s Annual Crime Report for 2024, which showed a 4.1 percent decline in reported crime nationwide, from 228,074 cases in 2023 to 218,715 in 2024.
The report attributed the decline to the decentralization of policing services under the Sub-county Policing Model, which deploys at least 18 officers to each sub-county in the country.
Despite the progress, urban areas like Kampala continue to face challenges of drug-related crimes and petty theft, “prompting increased security presence and community policing efforts.”
