Peoria Seeks City Council Approval for $2.2 Million Mixed-Use Development
A building located just across the street from the Peoria County Courthouse is set to become a focal point of local development efforts, thanks to a proposed $2.2 million mixed-use project. The initiative involves the property at 315 Main Street, which previously housed a cookie store and a hair salon. The plan outlines the transformation of the space into a commercial unit on the ground floor, complemented by three residential units above.
The proposal is scheduled to be reviewed during the city council’s meeting on Tuesday night. Assistant City Manager Kimberly Richardson explained that the property is situated within the Downtown Conservation Tax Increment Financing (TIF) district. This designation allows for specific financial incentives aimed at promoting development in areas deemed economically challenged.
TIFs are a tool used by local governments to stimulate growth in designated zones. They operate by capturing the increase in property tax revenues generated within the district. These additional funds can then be redirected toward qualifying redevelopment projects. While the process may seem complex, it essentially provides a mechanism for cities to invest in areas that require revitalization without placing an immediate burden on existing taxpayers.
In this case, the developer, Curiousnomad LLC, has requested that all tax increments generated from the project be allocated toward essential upgrades such as fire suppression systems and plumbing improvements. The total amount that could be reimbursed through this arrangement would not exceed $65,000. Importantly, these payments would only begin once the project starts generating taxable revenue.
Richardson highlighted that the proposal signals growing interest from developers in the area, which could lead to increased investment in the central business district. For many years, development in Peoria has primarily focused on commercial ventures. However, the introduction of a mixed-use project like this one could bring more foot traffic to the downtown area, potentially encouraging further development and economic activity.
This initiative represents a shift in focus toward creating more vibrant, multi-functional spaces that serve both residents and businesses. By combining retail and residential elements, the project aims to foster a more dynamic urban environment that supports long-term growth and community engagement.
