EL PASO, Texas (KTSM— A 24-year-old individual has been taken into custody and is being charged with illegally disposing of waste at an East El Paso shopping center, according to the El Paso Constable’s Office for Precinct 4.
Oscar Fernando Chavez, 24, from El Paso, was taken into custody and detained at the El Paso County Jail with a $1,500 bail, according to the Constable’s Office.
On Sunday, July 20, a retired deputy from the El Paso County Constable’s Office for Precinct 4 noticed a car parked next to an open garbage bin at a mall located at 1840 N. Lee Trevino.
The assistant noticed a “suspicious” individual retrieving items from the trunk and placing them into the waste bin.
The assistant recorded the unusual behavior and noted the car’s license plate.
The following day, the assistant returned to the mall for a subsequent visit.
The property manager stated that the man was not an employee and lacked permission to discard items from the trash bin, according to the Constable’s Office.
After additional inquiry, it was found that the man had thrown away bags of clothes,
sheet rock and other construction materials, the Constable’s Office stated.
The individual suspected, Chavez, was recognized and taken into custody.
