Jose Pacheco Appointed SISE Chief to Tackle Cabo Delgado Crisis

Leadership and Challenges in Mozambique’s Intelligence Sector

Jose Pacheco has been appointed as the head of intelligence services, a role that places him at the center of addressing the ongoing insurgency in Cabo Delgado. His appointment was directly influenced by President Daniel Chapo, who tasked him with managing the complex security situation in the region. Pacheco is a well-respected and influential figure within Frelimo, the ruling political party in Mozambique. As the head of the State Information and Security Service (SISE), he now holds a critical position in shaping the country’s security strategy.

Pacheco’s career has been marked by significant roles in various sectors of the government. He served as the governor of Cabo Delgado from 1998 to 2005, followed by his tenure as Minister of Interior between 2005 and 2009. Later, he held the position of Minister of Agriculture from 2010 to 2017 and also led the Frelimo Verification Commission, the party’s disciplinary body, from 2012 to 2017. Born in Sofala, Pacheco is not affiliated with any of the dominant regional factions, which gives him a neutral stance that could be beneficial in resolving internal conflicts.

His leadership skills were demonstrated earlier this year when he was deployed to address a serious dispute within Frelimo in Zambezia. The conflict involved the party’s then national spokesperson, Caifadine Manasse, who accused five parliamentary deputies of facilitating drug smuggling through Macuse port. This issue was intended to remain an internal matter, but Pacheco managed to restore calm. As a result, Manasse was appointed as Minister of Youth and Sport, showcasing Pacheco’s ability to mediate and maintain stability.

Pacheco’s extensive network of contacts within Cabo Delgado positions him as a key player in engaging with both the top oligarchs and insurgent leaders. His influence and authority make him capable of negotiating potential agreements. The insurgency, initially driven by young people lacking job opportunities and a sense of future, has challenged the dominance of the Frelimo elite, who have controlled the region’s resource wealth. Any resolution to the conflict is likely to involve discussions on land, employment, and financial support, along with concessions from the local power brokers.

The intelligence service, SISE, has faced its own set of challenges. It was central to a secret debt scandal, where Director General Gregório Leao and Economic Intelligence head António Carlos do Rosario were sentenced to 12 years in prison. Although they were released on parole in June, SISE has struggled to regain its former strength. A recent incident further highlighted these difficulties: the next director general of SISE was killed in a mysterious car crash in Mapai, Gaza province, near the Zimbabwe border, on 2 November 2024. This event underscores the need for Pacheco to rebuild and strengthen the intelligence infrastructure.

As Pacheco takes on this new role, he faces the dual challenge of managing the insurgency in Cabo Delgado while also restoring the credibility and effectiveness of SISE. His background and experience suggest that he is well-equipped to navigate these complexities and work towards a more stable and secure future for Mozambique.
