This decision was made during a high-level meeting of a special task force established under the directives of Prime Minister Shehbaz Sharif. The task force was created to address the various challenges faced by pilgrims during their travels. The meeting was chaired by Interior Minister Mohsin Naqvi and included participation from several Federal Ministers, including Sardar Muhammad Yousaf, Chaudhry Salik Hussain, and Talal Chaudhry, along with senior officials from key ministries and departments.
During the briefing, Civil Aviation officials provided updates on the current status of flight operations. They mentioned that weekly flights to Iran have been increased from 6 to 15. Additionally, 107 special flights have been scheduled for pilgrims traveling to Iraq during Arbaeen. The task force is also considering further expanding these flight operations to accommodate the growing demand.
To enhance the overall travel experience, a ferry service is set to be launched in the near future. This initiative aims to provide an alternative and more comfortable mode of transport for pilgrims. The task force will reassess the security situation after Ashura to determine whether land route travel for Arbaeen will be permitted.

Interior Minister Mohsin Naqvi emphasized that the safety and well-being of pilgrims remain the government’s top priority. He stressed that no effort will be spared in ensuring their protection and comfort throughout their journey.
In addition to improving transportation, the meeting approved a major policy shift. Starting January 1, 2026, all pilgrim travel will be conducted under a new Group Organizers System, replacing the existing “Salar” (guide) model. This change is expected to streamline the process and ensure better coordination and management of pilgrim groups.
So far, 1,413 applications have been received for registration under the new system, with verification currently underway. This indicates a strong interest from potential organizers to participate in the new framework.
The Interior Minister also directed the FIA and other relevant agencies to prevent any attempts to travel illegally to Iraq under the guise of pilgrimage. This measure is aimed at maintaining order and ensuring that all pilgrim travel adheres to legal and regulatory standards.
Senior officials, including the Secretaries of Interior and Religious Affairs, representatives from the Information and Foreign Affairs ministries, DG FIA, DG Civil Aviation, Additional Chief Secretary Balochistan, IG Balochistan, and the Commissioner Quetta, participated in the meeting. Some officials joined via Zoom, highlighting the importance of the discussion and the need for broad representation.
These developments reflect the government’s commitment to improving the pilgrimage experience for all travelers. By enhancing travel facilities, implementing new policies, and ensuring security, the government is taking proactive steps to meet the needs of pilgrims and support their spiritual journeys.
