Finance Bill 2025: Public Debate on New Tax Law Begins Across Counties Before Budget Reading

Public participation on the Finance Bill 2025 has moved to the county levels after Members of Parliament (MPs) received views from business owners and other stakeholders.

Finance Bill 2025 public participation kicked off in early May 2025, as lawmakers sought views from Kenyans.

The lawmakers invited all Kenyans to different county meeting points starting Tuesday, June 3, ahead of the budget reading.

The exercise kicked off in Busia and Migori counties on Tuesday, June 3, starting at 10.00 am at Busia Agricultural Training Centre and Migori Teachers Training College.

Residents of Trans Nzoia and Nandi counties will give their views on Wednesday, June 4, starting at 10:00 am.

“The National Assembly Departmental Committee on Finance and National Planning invites residents of Trans Nzoia and Nandi counties to submit their views on the Finance Bill 2025 and the Virtual Asset Service Providers Bill, 2025, at Kitale polytechnic and Kipchoge Kenino Complex, respectively,” the committee directed

When will the new budget be read?

This came as the National Treasury announced the date for the 2025/26 fiscal year budget reading.

According to the disclosure, the new budget will be read in parliament on Thursday, June 12, starting at 3 pm.

This will be the maiden presentation for the new Treasury Cabinet Secretary (CS) John Mbadi, who came into office in August 2024.

What to know about Kenya’s 2025/26 budget

Treasury increased the budget estimates for the year starting July 1, 2025, to KSh 4.26 trillion, compared to the current year’s budget of KSh 3.39 trillion.
