According to Nujoma, the National Housing Enterprise (NHE) has already completed 11 housing units under the informal settlement upgrading programme in the areas of Goreangab and Greenwell. These projects were valued at N$2.7 million. He further highlighted that the NHE plans to construct an additional 23 housing units under the same initiative, with an investment of N$5.7 million.
In addition to these efforts, the NHE is set to launch a low-income apartments project, which will see the construction of 231 housing units across Otjomuise, Goreangab, and Windhoek West. This initiative is expected to cost N$70.3 million, providing much-needed housing solutions for low-income families in the region.
Nujoma also mentioned that 13 lower middle-income units will be built, with an investment of N$15 million. These units are designed to cater to individuals and families who are not eligible for the low-income housing but still require more affordable options than standard market-rate housing.

Support for Low-Income Communities
The Shack Dwellers Federation of Namibia, in collaboration with the Namibia Housing Action Group, continues to provide vital support to low-income communities within the Khomas region. Their work focuses on improving living conditions and ensuring access to basic services such as clean water, sanitation, and electricity.
The Khomas region is home to the highest population density in the country, according to the 2023 Population and Housing Census. With a total population of 494,605 people, the region faces unique challenges in terms of housing, employment, and infrastructure development.
Unemployment remains a pressing issue, with the region’s unemployment rate currently standing at 44.4%. In response, the regional council has implemented an income-generating activities programme, which supports small and medium enterprises (SMEs) by providing them with equipment and materials.
A total of N$2.5 million has been allocated to finance 144 SME projects. These initiatives range from catering businesses to fashion and design, laundry services, arts, crafts, and graphics, as well as welding. By supporting these enterprises, the government aims to create job opportunities and stimulate economic growth.
Improving Sanitation and Employment Opportunities
To address issues related to open defecation and poor sanitation in rural areas, the regional council has taken steps to improve hygiene conditions. A total of 194 dry toilets have been installed at household level in various locations within the Windhoek Rural constituency. These facilities were constructed at a total value of N$2.9 million, creating temporary employment for 61 people in the region.
This initiative not only improves public health but also contributes to local economic development by providing short-term job opportunities. The focus on sanitation aligns with broader efforts to enhance the quality of life for residents in the Khomas region.
Overall, the governor’s address highlights a comprehensive approach to addressing housing shortages, unemployment, and infrastructure challenges. Through targeted investments and partnerships with local organizations, the Khomas region is taking meaningful steps toward sustainable development and improved living standards for its residents.
