Honoring the Past and Recognizing Achievements
In his address, the Rwandan Ambassador to Russia, Maj Gen Joseph Nzabamwita, expressed deep gratitude to the Rwandan Patriotic Army for their role in liberating the country. He also paid tribute to those who made sacrifices for the greater cause of national freedom. The ambassador highlighted the contributions of both men and women in uniform over the past three decades, noting that they have not only brought peace and security within Rwanda but have also played a crucial role in maintaining stability across the continent.
He emphasized the impact of these efforts on Rwanda’s socio-economic transformation, pointing out that various developmental initiatives have significantly contributed to the nation’s progress. Nzabamwita also reflected on Rwanda’s transformative journey over the last 31 years, crediting the right choices and policies for the remarkable changes witnessed since the end of the Genocide against the Tutsi.
Economic Growth and Poverty Reduction
The ambassador noted that under the leadership of the government, the lives of citizens have improved substantially. The poverty rate has dropped from 39% to 27% in the last seven years, lifting 1.5 million people out of poverty. Over a longer period, the poverty rate fell from 58.9% in 2001 to 27.4% in 2024. Additionally, Rwanda’s economy has shown robust growth, with an 8.9% increase in 2024, contributing to job creation and providing employment opportunities for the youth.

Strengthening Bilateral Relations
Nzabamwita also acknowledged the strong and friendly relations between Rwanda and Russia, reaffirming Rwanda’s commitment to further strengthening ties in areas of mutual interest. This sentiment was echoed by Georgiy Yurievich Chepik, the Deputy Director of the African Affairs Department in the Russian Ministry of Foreign Affairs. He praised Rwanda for overcoming a challenging period in its history and achieving significant success in national reconciliation, peace restoration, and economic and social progress.
Chepik highlighted Russia’s consistent support for Rwanda’s aspirations to maintain national sovereignty and determine its own path independently. He noted that both countries are committed to enhancing cooperation in political, trade, economic, and other areas. The development of Russian-Rwandan cooperation continues to receive attention in both Moscow and Kigali.
Expanding Cooperation and Engagement
Chepik mentioned that Rwanda’s leadership actively participated in the First Ministerial Conference of the Russia-Africa Forum held in Sochi in November 2024. During this event, substantive discussions were held between the Foreign Ministers of both countries, leading to the signing of an intergovernmental agreement on visa-free travel for holders of diplomatic and service passports, which became effective in February 2025.
He expressed confidence that the traditionally friendly relations between Russia and Rwanda will continue to grow, benefiting both nations and contributing to peace and stability on the African continent. The celebration in Russia not only honored the past but also looked forward to a future filled with collaboration and shared prosperity.
