Human trafficking is flying under the radar in Santa Cruz County, according to a new grand jury report.
The report says schools, law enforcement, and community agencies aren’t getting the training they need to catch the warning signs.

It also found that laws meant to prevent trafficking often aren’t enforced.
The report urges stronger teamwork across agencies and more public awareness to help stop this hidden crime.
